I haven't voted, as I have no strong opinions one way or another. I can see the pluses, and I can see the negatives, and I can't really see it making a huge difference on how things are played out.
Pluses: It gives Structure, as well as a group of command. This would mean that battle plans and tactics would have a higher impact, and give reasoning behind being one place or another.
Negatives: People would feel like if they don't join the Resistance, because of a new structure, they would potentially be gimping themselves. The reasoning behind this is simple, WISE have the Illumina core. Giving a Structure to Resistance will have to make the higher ranks more powerful, as they've proved their ranks according to their in character experience. Nobody would have a rank if they hadn't proved themselves.
That was just a quick run down. Again, I'm not going to vote unless mine would make a telling difference. These are just some of the things that would have to be thought about when creating a new group.
